Minister of Energy introduces National Fuel Pass for fuel distribution

July 16, Colombo: Energy and Energy Minister Kanchana Wijesekera said today that steps have been taken to introduce a fuel dispensing program using a QR code as a solution to the fuel crisis and supplying fuel to the public in an orderly manner.

It was launched today (16) as the “National Fuel Pass”.

The National Fuel Pass was developed with the help of leading technology companies in Sri Lanka and the Institute of Communication and Information Technology (ICTA) at no cost to Ceylon Petroleum Corporation (CPC) or government, Energy and Power Minister Kanchana Wijesekera said at the launch of the program held today at the Department of Government Information.

The public can register at to obtain the “National Fuel Pass”.

The program was launched with the technical support of the Sri Lankan Institute of Communication and Information Technology (ICTA) with the aim of easing fuel queues.

Accordingly, a person can register a vehicle under their national identity card number, passport number or company registration number. In addition, certain other information such as name, address, telephone number, used vehicle, etc. must also be submitted.

The QR code obtained after registration must be presented to obtain fuel. The QR code can be saved as a screenshot on their mobile phone. Those who don’t have a smartphone can keep a printout of the QR code with them.

The minister pointed out that this is the only permit given by the government to the people to buy fuel not only from Ceylon Petroleum Corporation gas stations but also from Lanka IOC gas stations.

The public can stock up twice a week according to the last digit of the license plate thanks to the QR code assigned to them.

• License plates ending in 0, 1 or 2: Monday and Thursday
• License plates ending in 3, 4 or 5: Tuesday and Friday
• License plates ending in 6, 7, 8 or 9: Wednesday, Saturday and Sunday

As glitches in the program are expected, the public is asked to register on a few days and a few days before the start of the distribution.
